Immediate Replacement of Damaged Bins

When bins are reported as damaged, often they are simply removed and not replaced. There is an issue with Torfaen not having budgets available for replacement bins to be installed straight away. The council needs to install replacement bins straight away when broken bins are taken away.

This allows for continuous usage rather than bins being taken away and loss of a bin resulting in rubbish being dropped where the bin used to be.
