This might already be the case but what about those having to do community service completing litter picks?

    I also think that those caught littering should not only be fined but ordered to do litter picking as community service as payback to the community in which they’ve committed the offence. If this was publicized more on signs and social media/ advertising at fast food drive thru’s maybe people would think twice about littering.

    the more litter picking the better. you could also divert scares resources to places where it is needed most and save time in places where litter picking is needed less.

    Yes - good idea to involve community service and low risk prisoners. Litter picking as a payback might encourage them not to litter. People caught littering should also be made to join a litter pick as punishment.
