Black Recycle Boxes

These need a rethink. I notice hardly anyone uses the plastic lids or netting. Rubbish from these boxes litter the streets and on windy days it's a rubbish free for all. Maybe a smaller wheeled bin with a fixed lid like the purple bins would be a good option.
